Here's an idea, load the terrorist watch list as a dictionary in any modern word processor (I bet there's already one an any govt. computer) then when you type in a name, if it isn't in the dictonary, the program will suggest similar "words". Low cost alternative to some contractor charging millions to come up with some enhanced database that will do the same thing.
