What good are court decisions if not carried out? If victims of terrorist attacks cannot depend upon receiving the money the court awards them because the U.S. government blocks their dispensation, what kind of justice is it our own government doles out?

If the U.S. government will not defend its own citizens against terrorist attacks as it refused to do in the Benghazi attack, and will not move mountains to ensure the compensation for terrorist attacks is not given to its victims after a court determines they are due compensation, what exactly is the role of the justice department? Are our enemies being protected by our own government while our citizens being thwarted? That seems to be the case.
