The culture guidebook is still listed on the home page of the Ohio Department of Homeland Security.

It instructs officers to take their shoes off before entering a muslims home, not to bring a police canine, not to be suspicious of lack of eye contact, to allow women to go put on full muslim attire and for officers to question muslims inside their homes so as not to embarrass them. Basically gives muslims way more rights than white, black or latino citizens.
