Israel can stop that by putting a dye in the cement...so anywhere hamas uses the cement everyone will know 1. where it was stolen from ( a color of dye for location used to ship to store)2. where (shows location taken to)the cement was used by hamas 3. what hamas used it for, building what? 4. who are the traders, it would be easy to back track and see who had responsibility for the shipment.
