It's hard to dig into the jargon and make real sense of this, but the writer seems to suggest that the Liberal government will provide more security than the Conservatives. Access to more information doesn't necessarily mean that it will be used to bolster Canada's self-defense. It could just as easily squash any serious cover operations in the name of multiculturalism. The track record of the LIberals thus far, including the reversal of the Harper policy that legalized stripping Canadian citizenship from dual citizens who have aligned themselves with terrorism does not bode well that this increase in power will be used to actually protect Canada.
