I would be appalled if it didn't fit right in with Islamic extremist ideology and tactics which is to both

1) intimidate and attack your opposition with violation; and

2) Simultaneous accuse the victims as being evil/terrorists

Very classic. I'm surprised we westerners don't see right through it by now for the farce it is.
