Executive Summary

The use of phrases like "...we seek only peace and freedom..." are the only ones that make it to the executive summaries that presidents read. A fifty page report from State or the CIA or FBI will be boiled down to aphorisms and platitudes that reflect the president's preferences. it is a function of sycophants to soothe and support the object of their attentions and they do it regardless of the significance of the actual message.

Reasons are moot but the fact of this sort of 'censorship' is undeniable to anyone who has ever been a CEO of even a fairly small business. Once the enterprise outgrows individual supervision by it's owner factual information becomes harder and harder to acquire.
