Immigration reform is necessary. I don't know if the quoted figure is accurate. I believe that, at best, it is an extrapolation from known data. That data, unfortunately, may be skewed by poor recordkeeping.
Amnesty is not the solution. Neither is a stratified legalization process by itself a solution.
What is required is a comprehensive change to existing benefit and enforcement procedures. Efficiency, effectiveness and accountability are the keys. Simplicity is the way.
I am working on comments to Senator Rubio's plan that I think might not only enhance what is being offered, but would appease those in opposition based on enforcement concerns.
