The Muslims who propose that jihad means internal struggle are in the minority. Except possibly in the west. In any case, the many Muslims would consider any other Muslim who held these views to be Apostate. The penalty is clear and has been enforced for centuries. Not to mention that fighting Apsotates qualifies as jihad.
